Vad är skillnaden mellan "beviljade" och "inkomna" tillstånd?

Inkomna = ansökningar som Migrationsverket tagit emot ett givet år. Beviljade = beslut om uppehållstillstånd som fattats det året. De ligger ofta olika år: en asylansökan från 2015 kan resultera i ett beviljat tillstånd 2016 eller senare. Sidan visar konsekvent beviljade tillstånd, för att spegla faktisk invandring.

Vilka grunder ingår i "beviljade uppehållstillstånd"?

Alla grunder: arbete, studier, familjeanknytning (anhörig), asyl (flykting eller alternativt skyddsbehövande), kvotflyktingar, samt registrerade uppehållsrätter för EU/EES-medborgare. Nordbor omfattas inte av tillståndskravet och räknas separat i befolkningsstatistiken.

Vad innebär höjningen av lönekravet 2026?

Från 1 juni 2026 höjdes lönekravet för arbetstillstånd från 80 % till 90 % av medianlönen — från 29 680 kr till 33 390 kr/månad. Sedan 16 juni 2026, med uppdaterad medianlön, är kravet 34 470 kr/månad (Migrationsverket). Effekten är ännu inte mätbar, men syftet är att styra arbetskraftsinvandringen mot högre kvalifikationsnivåer.

Varför visar sidan olika "kostnad per flykting"-tal?

De mäter olika saker: KI Specialstudie 117 (tabell 2) ger −27 500 kr per person 2022 för flyktingar (alla åldrar, tvärsnitt), medan Ruist (ESO 2018:3) anger 74 000 kr per person och år med 2015 års offentliga finanser. Talen har olika år, populationer och metoder och ska inte blandas.

Är arbetskraftsinvandring alltid fiskalt positiv?

Inte per definition. Arbetskraftsinvandring med lönenivå över medianen är i regel fiskalt positiv. Under åren 2008–2022 fanns dock ett betydande inflöde av lågbetald arbetskraft (personlig assistans, städ, bär), vars nettobidrag var svagare. 2026 års lönehöjning syftar bland annat till att skärpa denna gräns.

Higher salary threshold for work permits

From 1 June 2026 the salary threshold for work permits was raised from 80 % to 90 % of the Swedish median wage — from SEK 29,680 to SEK 33,390 per month. Since 16 June 2026 the threshold is based on the updated median wage (SEK 38,300) and is SEK 34,470 per month (Swedish Migration Agency).

The rule change raises the threshold for who qualifies as a labour immigrant. The effect is not yet measurable — the rule is too new to evaluate.

Net contributions per person in 2022 had been read off a chart (+2.8, −27.4 and +19.6 kSEK); NIER's table 2 gives +2.7, −27.5 and +19.8 kSEK, which are now used.
