The question this page answers

Higher salary threshold for work permits

From 1 June 2026 the salary threshold for work permits was raised from 80 % to 90 % of the Swedish median wage — from SEK 29,680 to SEK 33,390 per month.

The change raises the threshold for who counts as a labour migrant. Because labour migration is — per NIER Special Study 117 — the group with a positive fiscal contribution, the rule affects the composition of future inflows. The effect is not yet measurable — the rule is too new to evaluate.

Reconciliation — three different "cost per refugee" figures on the site

  • −74,000 SEK/yearNIER Special Study 117, cross-section 2022, the entire working-age refugee population. Cyclical peak; lower in downturns.
  • −100,000 SEK/yearRuist 2018, life-cycle average over the entire length of stay. Differs because it weights in pensions and later years.
  • −2.4 m SEK lifetimeESO 2024, accumulated net over the life-course per person in the refugee group. Uses a different discount rate and a broader public sector than NIER.

The figures measure different things, not contradictory truths. Whenever the site cites a figure, we always state the source and time window next to it.

What does the data show?

Objective observations — not interpretations

Frequently asked questions

Short answers to what is most often discussed

Received = applications submitted to the Migration Agency in a given year. Granted = decisions issued that year. They are typically in different years: an asylum application from 2015 can result in a granted permit in 2016 or later. This page consistently shows granted permits to reflect actual immigration.
