Objective observations — not interpretations
Method note
SKR's statistics in Väntetider i vården and Vården i siffror are based on regional reporting to a shared database. The measure ‘share within 90 days’ is the share of patients who during the measurement period received a planned first specialist visit or decided operation/treatment within the guarantee. The denominator is all patients who finished their wait in the period — not all patients on the list. A growing list therefore does not show up immediately in the share measure. Definitions have been adjusted at a few points (e.g. 2019 for operations) — breakpoints are documented in SKR's methodology. Median vs mean differ: the median is robust to outliers and is normally used for waiting time in days. The pandemic is a structural time-series break: both supply (cancelled visits, staff reallocation) and demand (pent-up need) changed. Comparisons before/after 2020 must therefore include the pandemic effect as an explicit factor, not read as a trend.
