Mainly through ticket revenue, corporate and agency sponsorship, and project grants. There is no dedicated statutory state budget line. RFSL receives separate organisational funding via MUCF.

May a government agency take part in Pride?

The question has been reviewed by the Parliamentary Ombudsman (JO) several times. JO has not issued a general prohibition but has emphasised that participation must fit within the agency's mandate and must not compromise objectivity and impartiality (Instrument of Government, ch. 1, §9).

Does the LGBTI strategy have the force of law?

No — it is a government communication (Comm. 2020/21:60), not a statute. The communication sets the direction of agencies' work; individual decisions are still taken by each agency within its own mandate.

What does the criticism look like?

There are several separate categories: legal (agency impartiality), organisational (commercialisation of the movement), academic (terminology and data quality), internal (criticism from LGBTI people themselves about representation) and international (comparison with DK, UK, NL, where institutional presence is smaller). Each category is reported with a primary source where cited.

Why do companies take part?

Companies cite employer branding, HR policy and customer relations. Critics use the term 'rainbow washing' where engagement is limited to Pride month; companies' own sustainability reports include follow-up requirements.

Pride: sponsors, agency participation and municipal flag-flying 1998–2025

In 1998 Stockholm Pride had around five sponsors (archive estimate). It peaked at 61 partners in 2024; in 2025 the number fell to 53 (Resumé). Police still march in uniform, the Armed Forces join the parade, and rainbow flags fly on 250–270 of 290 city halls.

How the numbers are counted — and what they do not cover

Pride: Umbrella term for demonstrations rooted in the 1969 Stonewall Uprising. In Sweden principally Stockholm Pride (from 1998) and regional events.
LGBTI: Lesbian, gay, bisexual, transgender and intersex persons. The Swedish government's LGBTI strategy uses this form (Comm. 2020/21:60).
RFSL: The Swedish Federation for LGBTI Rights. Founded 1950. Non-profit organisation with state funding via MUCF (Agency for Youth and Civil Society).
Civil society: Voluntarily organised activity outside the state and market — associations, foundations, religious communities. Includes RFSL and Pride associations.
Public institution: State or municipal body with a statutory mandate — agencies, courts, municipal councils, regional councils.
Government agency: State administrative agency under the government (Instrument of Government, ch. 12). Participation in external events is governed by the agency's instruction and appropriation directions.
Agency mandate: Formal task in the appropriation directions or a specific government decision. Distinct from internal staff policy.
Interest organisation: Non-profit organisation engaged in advocacy on an issue. RFSL is the interest organisation for LGBTI issues.
Advocacy: Systematic influence on decision-makers for a particular issue or group. A common strategy of interest organisations.
