What does the data show?
Objective observations — not interpretations
- The Tidö Agreement is not a law but a political agreement. Every pledge has to pass through Sweden's normal legislative chain to become binding.
- The chain is: Committee directive (Dir.) → Official inquiry (SOU) → Council on Legislation referral → Government bill (Prop.) → Riksdag decision → Statutory instrument (SFS). Sverigefakta's scale places each measure on one of four steps.
- Crime and migration are the areas where the largest number of measures have reached the bill or statute stage. Climate is moving in the opposite direction (lowered biofuel obligation).
- Many pledges require a constitutional amendment or EU negotiation and therefore have long processing times — reporting duty, extended revocation of residence permits, nationalisation of schools and healthcare.
- Sverigefakta tracks a representative selection of pledges — not all of them. The percentage measures process step, not whether a measure works in practice.
Method note
The scale measures where each pledge sits in the legislative chain — not whether the measure is effective, correct or popular. A measure can be 100 % legally implemented while not achieving its political intent in practice. The page takes no position for or against individual pledges — it reports status against primary sources. Updated on a rolling basis.
Definitions
How the numbers are counted — and what they do not cover
- Tidö Agreement
- Political agreement between the Moderate Party, Christian Democrats, Liberals and Sweden Democrats, signed 14 October 2022 at Tidö Castle. Basis for the Kristersson government (M+KD+L) with SD as cooperation party.
- Cooperation government
- Constitutional novelty: SD supports the government without ministerial posts but with formal offices inside the government offices and involvement in budget and legislative negotiations. The model has no exact prior counterpart.
- Committee directive (Dir.)
- Government mandate to an official inquiry. Sets out the questions to be examined, timetable and composition. Published continuously in the government case register.
- SOU
- Statens offentliga utredning — Swedish Government Official Reports. Final report of an inquiry — can be single-commissioner or committee-based. Published in the SOU series and consulted before a bill.
- Council on Legislation referral
- The government's proposal is submitted to the Council on Legislation for review of legal quality and constitutional compatibility. The Council's opinion is advisory but politically weighty.
- Government bill (Prop.)
- The government's formal legislative proposal to the Riksdag. Numbered by parliamentary session (e.g. Prop. 2024/25:99).
- Committees
- The Riksdag has 15 committees (e.g. Justice, Social Insurance). Bills are prepared in committee before the plenary vote.
- SFS
- Svensk författningssamling — Swedish Code of Statutes. Official publication for new and amended laws and ordinances. A measure is legally implemented when it appears in SFS with a stated entry-into-force date.
- Entry into force
- Date on which a decided law starts to apply. Can be months or years after the Riksdag decision.
- Government decision
- Formal decision in cabinet meeting — used for agency mandates, ordinance changes and appointments that do not require Riksdag involvement.
- Preventive coercive measure
- Coercive measures (e.g. secret surveillance) that may be used without concrete suspicion of a crime, to prevent certain serious crime. Introduced stepwise 2023–2024.
- Stop-and-search zones
- Geographically defined areas where police may temporarily search persons without suspicion of a crime. Introduced 25 April 2024 (SFS 2024:316).
- Biofuel obligation
- Requirement for fuel suppliers to blend a share of biofuel into petrol and diesel. Reduced from 30.5 %/7.8 % to the EU minimum (~6 %) from 1 January 2024.
- Constitutional amendment
- Amendment to any of Sweden's four constitutional laws (RF, TF, YGL, SO) requires two identical Riksdag decisions with a general election in between. Takes at least one term.
