What does the data show?

Objective observations — not interpretations

  • Voting data shows how individual members pressed the button in a recorded ballot — not their motives, and not their position in the compromise that preceded the vote.
  • A yes or no has no stable political meaning — it must be read against the main proposal (normally the committee's proposal) and any counter-proposals (reservations).
  • 'Absent' is not the same as an active position. Pairing (kvittning) can create planned, mutual absence without affecting the parties' relative strength.
  • 'Abstain' is an active choice and is not counted toward yes or no under simple majority — but it is recorded separately.
  • Most Riksdag decisions are taken by acclamation. An electronic vote is held only when a member requests a count; voting data thus does not cover every decision.

Method note
Own calculations (e.g. share of unanimous votes, mean absence, party-line deviations) are based on Riksdag open voting data. Party line is defined as the modal vote among voting party members in a given ballot; a deviation is an individual member's vote that differs from the party's modal vote. Mis-presses and later corrections in the voting protocol may occur and are not automatically cleaned. Reported key figures refer to the most recently concluded parliamentary session unless otherwise stated.

Definitions

How the numbers are counted — and what they do not cover

Vote (votering)
Electronic ballot in the chamber where each member's vote is recorded. Held on request when the Speaker cannot decide by acclamation.
Decision (omröstning)
Umbrella term for the formal decision in the chamber — may be taken by acclamation or by a recorded ballot.
Acclamation
Decision without a count — the Speaker declares which proposal is adopted based on yes- and no-calls. Default form for most decisions.
Count (rösträkning)
Manual or electronic count of the votes. Electronic voting has been used in practice for many years.
Main proposal
The proposal the committee recommends the chamber adopt. A yes-vote in the ballot is for the main proposal.
Counter-proposal
Alternative proposal set against the main proposal — normally a reservation in the committee report. A no-vote is for the counter-proposal.
Counter-proposal ballot
Voting order when three or more motions exist: the alternatives are tested against each other first, the winner becomes counter-proposal against the main proposal.
Committee proposal
The decision the committee, in its report, proposes the chamber adopt. Normally the main proposal in the vote.
Reservation
Alternative proposal in the committee's report from members who dissent. Can form the basis for a counter-proposal.
Adopt (bifall)
Decision to approve a proposal.
Reject (avslag)
Decision not to approve a proposal.
Yes-vote
Vote for the main proposal. Its substantive meaning therefore depends on what the main proposal is.
No-vote
Vote against the main proposal — in practice for the counter-proposal/reservation.
Abstain
The member actively declines to take a position. Not counted in the majority test between yes and no, but recorded separately.
Absent
The member was not present at the ballot. May be due to official travel, illness, leave or pairing.
Pairing (kvittning)
Agreement between parties to neutralise individual members' absence so that party totals remain balanced. Creates planned absence.
Party line
On this page: the modal vote among voting party members in a given ballot. A party does not always have a formal 'line' — the measure is derived from the data.
Party whip
Informal pressure from the party group to vote in line with the party's position. Not regulated in the Riksdag Act.
Deviating vote
On this page: an individual member's vote that differs from the party's modal vote in the same ballot. May be due to conviction, mis-press or later correction.
Voting protocol
Official protocol recording each member's vote in an individual ballot. Published as open data (CC0).
Chamber protocol
Official protocol recording debate and decisions at the chamber's session — including decisions taken by acclamation.
Vote share
Share of active votes cast (Yes + No + Abstain) that voted a certain way. Absent members are not part of the denominator.
Present member
Member who has registered a vote (Yes, No or Abstain) in a ballot.
Decision rule
The majority required for a given decision — the default is simple majority, but some decisions require a qualified majority.
Simple majority
More yes-votes than no-votes among active votes cast. The default rule for Riksdag decisions.
Qualified majority
A decision requiring more than a simple majority — e.g. 3/4 to defer a matter without decision under the Riksdag Act.
Tie
In case of a tie the lot decides (Riksdag Act ch. 11 §8) — very rare in practice.

An electronic vote is held when the Speaker cannot decide the matter by acclamation, or when a member requests a count. Most chamber decisions are thus made without a recorded vote — especially when the committee was unanimous or when the alternatives are entirely uncontested.
