The Establishment Mission: targets vs outcomes
The government letter of appropriations sets 40 % as the target for the share in work/studies 90 days after the establishment programme ends. That target has not been met in any year since 2014.

- What is measured?
- Share in work or studies (at least 50 % scope) 90 days after the establishment mission/programme has ended. The measure is defined in the agency’s letter of appropriations.
- Are subsidised jobs counted?
- Yes. The measure does not distinguish between regular employment and subsidised jobs.
- Why did the programme change form in 2018?
- The establishment mission was replaced by the establishment programme on 1 January 2018, with a slightly different design. The series is formally broken but comparable.
