- The government's legislative proposal to parliament. A necessary step between statement of intent and parliamentary decision.

- Adopted parliamentary decision that changes current law. Effects typically appear 1–5 years later.

- Agencies' enforcement of a decision — regulations, casework, supervision.
- Impact assessment
- Systematic assessment of legal, economic and social effects under §§14–15 of the Government Committees Ordinance.
- Net contribution
- Difference between taxes and fees paid by a group and public expenditure on the same group in a given period.
- Qualification principle
