Foreign-born (utrikes född)
Born in a country other than Sweden.
Foreign background (utländsk bakgrund)
Foreign-born, or Swedish-born with two foreign-born parents. SCB's standard definition.
Non-European background
Foreign-born from a non-European country, or Swedish-born with two such parents.
Projection (framskrivning)
Mechanical extrapolation of population under stated assumptions about migration, fertility and mortality. Not a forecast.

Classification is fixed at registration and does not change over time. A person becoming a Swedish citizen keeps their original background classification. Children with one Swedish-born and one foreign-born parent are not counted in "foreign background".

Short answers to what is most often discussed

It uses SCB's register concept: a person's origin is derived from country of birth (for foreign-born) or parents' country of birth (for Swedish-born). "Non-European background" means born abroad in a non-European country, or born in Sweden with two parents from a non-European country. Second-generation persons with one Swedish-born parent are not included.
