Transparency

Latest verified observation per indicator — the components refer to different years.
Complete case only: a municipality receives an index value only when every component exists.
No imputation, no zero fill and no carry-forward.
No reweighting when data is missing for an individual municipality.

An index is a weighting of selected indicators, not an objective measure of a municipality's overall quality.
